Vail Independent Consulting, LLC
With over 30 years of law enforcement experience and 26 years of teaching at a major university, I provide relevant, real world training for your personnel.
My name is Bruce Vail and I am a U.S. Army Veteran, retired Law Enforcement Officer with 32 years experience, and Instructor at the University of Central Florida where I have taught for 26 years. At UCF I was the recipient of the first ever Excellence in Teaching Award in the Department of Criminal Justice in 2020. I was a supervisor for 26 years at the Orange County Sheriff’s Office. I have worked in many divisions from Uniform Patrol to Major Case Investigations and I created and supervised the Behavioral Response Unit. I earned several agency commendations including two Distinguished Service Medals and a Combat Medal. I am also a Florida law enforcement certified instructor, a De-escalation Instructor, and a Critical Incident Team certified law enforcement officer, and trained as a hostage negotiator.
In 2020 I proposed, created, and supervised the Behavioral Response Unit, a co-responder unit that pairs a mental health clinician with a specially trained deputy to respond to and conduct follow-ups on members of the community with mental illness, PTSD, or substance abuse disorder. I started the agency’s first Risk Protection Order Squad and the first Behavioral Threat Assessment and Management team. I also started the first Central Florida Law Enforcement Mental Health Consortium, and created the OCSO CIT training program that brought in-house CIT to agency personnel.
I currently instruct courses for law enforcement officers on many relevant topics including de-escalation, responding to people in crisis with mental illness, starting a co-responder unit, and establishing a behavioral threat management team for your agency.
